Got 3 alerts for windows services stopping all at once on a single server. I
can tell by the Process ID that the service never really stopped.

I noticed that it shows the service state as 9 rather than 1. I know that 1
means stopped and 4 means running but I cannot find any reference for what 9
means.

WMI only has 8 states for a service with #8 on the list being unknown.

Anyoone know what a state of 9 means for a windows service in SCOM?

Steve Foster provided me with the answer via this lihk:

0 = MOM_SERVICE_UNKNOWN_STATE
1 = MOM_SERVICE_STOPPED
2 = MOM_SERVICE_START_PENDING
3 = MOM_SERVICE_STOP_PENDING
4 = MOM_SERVICE_RUNNING
5 = MOM_SERVICE_CONTINUE_PENDING
6 = MOM_SERVICE_PAUSE_PENDING
7 = MOM_SERVICE_PAUSED
8 = MOM_SERVICE_NOT_FOUND
9 = MOM_SERVER_NOT_FOUND
