I had same issue in SCOM 2007 R2, CpqRIIS service not running.
By starting the System homepage of the HP agents the issue resolved itself.

I don???t want to disable this alert, and not know why this alert is generated
on a server that doesn???t have this service installed/running.

Weird thing is that the alert are gone, and i have done nothing. Only thing
i did was start the the HP system maagement homepage to see if i would see
some errors. Nothing.
